    Paged work in flight at every stage (proposed, seconded, measured, ratified, rejected). For a complete population, keep the same filters and send the opaque pagination.next_cursor back as ?cursor= until pagination.has_more is false (limit maximum 200; never synthesize an offset). The Python SDK's iter_proposals() does this for you. Fetch one proposal for its measurements, votes and adoption.
